Who is contacted and or what is necessary to use the lower range?

here is what the handbook says.
Special Event (lower) Range
Closed to general membership use. The range is located where the road starts uphill near the pole barn. Events must have a qualified Range Officer present and have prior Board of Directors approval.

You need to have a reason, then submit your plan to the Board of Directors for approval. At the present time it is used for: Action Pistol, Bowling Pin Shoots, Action Rifle, CCW training, Annual Youth Shoot, Blackpowder events (did I forget any?).
As a public service we let local Police Departments who each buy two special memberships to the club to use it for training. There is a online calendar that users have access to to plan their activities. Club events take priority and the police work their dates around them. The calendar is very full from April-September.
This used to be our only range until the mid-70's when the present 200 yard range was built. It was a lot small area then and was closed to general use when the upper pistol ranges were built in the 80's, and 90's.
